It helps relevancy, at the very least.  So if you can find posts related to your niche, then go for it.

hi naveenpranav I use blog commenting to establish my profile as an expert Blogger, If you are posting proper and relevant comments then there are chances that you may become a part of that community and people would also like to visit your blog. Comment spamming is not a healthy activity, avoid it and post comments which are beneficial for that particular community.

 

While commenting on blog, you have to provide quality mainly, if you don't do so then your comment may not be approved.

Also you have to do it regularly so do 10 to 20 but do it daily on relevant blogs.

 

As long as you choose highly correlated blogs to post comments on and provide insightful comments you will receive some hits from targeted visitors.  Basically you're taking advantage of the advertising that another site does by putting your name out there for their visitors to see and potentially investigate.  I post 10 blog comments per day and have seen traffic start coming from them (even on nofollow blogs) within a few minutes or hours.

Remember: Strive for correlation and quality.

 

It's nice to stick to your own niche anyway. I'm a London Wedding Photographer so I'm always browsing other photography or London Wedding related sites anyway so a few comments here and there help to build a bit of brand awareness as well as helps with a bit of SEO. I'm not sure how commenting on related sites help but it's something that just comes naturally to me.

Not sure if they would help increase the Page Rank but if their is relevancy then you can be sure that they would really help your prominence in the search engine placing.
