The one I'm using is free and can be found Here

It lacks the email notifications and stuff, but suits my needs at the moment and figure if I want to add more features to it, php isn't that difficult to hack on.

actually, that is the best one I found when I was looking for one last year. It is very easy to setup, clean and mean.

I like Duncan Carver's Link Management Assistant, although I am having trouble getting the coop ads to show. It is free but contains a couple of links that he uses. Check it out at http://www.onlinemarketingtoday.com/

Since neither of the programs mentioned seem to be in existence, which part of the answer was helpful to you?

I think you can try Arfooo Script. This script is free and very easy to use and have little free templates.

    hello
I think that I'm looking for a directory that has a couple of non-standard features and it wasn't clear from the features list if your script supports these features.
First, I want to run 1 directory script & database that can also run on subdomains but also be accessed from the TLD.
Second option is bidding. I would like a standard fee to join the directory, a monthly fee, and a featured listing fee/section with bidding so the top paying subscribers receive a top placement.
Thirdly, I would like an option that allows users to submit articles to promote their business, this should have a small fee associated with it and allows the directory admin to approve the article before release.

I think one of the easiest ones is Arfooo, another good free one taking a bit more time to setup is qlweb.

    @ dakar
The link you provided is a dead site now.

    @ joeychgo
You can try with Php Link Directory. It has both free and paid script. I have been using this script for 5 years and think best one.
