    There is no assurance that one can offer that withing 3 months, you can get high PR. I dont find any point in PR, but since you asked, there are some paid link companies which sell high PR links which give you some link juice. I would not personally recommend the above method as they are liable for penalized.

    You need good quality content. Also not just any back links back sure they are related to your site. And the site has high pr itself.

    link exchange with high pagerank website, directory submission, article submission in article submission website and forum discussion will help to get a pagerank, keep on trying to get back link. Be patient some site take longer to get pagerank.

    Get backlinks, social bookmarking and so on. It's just google might not update the page rank in 3 months, so you might have to wait a little longer.
