Pretty much everyone, I would have thought.

Excellent move by Google, will further help to remove some of the useless MFA/Affiliate sites that still occasionally litter the top 10 results for any given search term.

+1 is stupid as long as Google dont sell the message to normale people. It is online people who work with online projects that knows what +1 is!!!
So it is really a nice move to make "linkbuilding" easier for online people. Smart move Google!

It will be interesting to see if it affects all SERP or just when you're logged into gmail (like bing with facebook).

It only makes sense that it would effect the SERP whether you're logged in or not. Think about it, Google is in business to provide the most relevant, high quality search results possible. Now they're able to get live feedback directly from the very people they're delivering search results to.

True, but it will be interesting to see how its done. For example, googling "news" has cnn.com as #1. But if all your gchat friends had +1'd foxnews.com, logged in would it show that as number 1? (doing some basic tests, the results I saw with having friends +1 sites did in fact move it up one or two rankings when logged into gmail).
