    Hi, mates. Just want to summarize the most helpful hints for effective web designing.

    Here the items go:

    1- easy and user friendly navigation
    2- neat layout design
    3- optimum loading time
    4- appropriate color scheme
    5- simplicity in a webpage
    6- all screen resolutions designs
    7- website scalability
    8- cross browser compatibility
    9- short webpages usage
    10- current links keeping

    Maybe more points will be added?

    first of all - design depends on your niche, not 100% , but it depends. I mean if you have site with css3 tuts and all modern internet coding stuff - I wouldn't care about optimizing that site for ie6 - ie7, my visitors are supposed to be modern and geeky enough.
    2-3 clicks to get to content
    Optimized look for mobile devices
    960+ width or 100% (let's say fixed or 100%) - doesn't make difference, but depends on site, if it's a forum / portal / big e-shop - so do it 100%, if it's just a site (company, small store, whatever) - do it fixed
