I think dont prefer high pageranked you should prefer same content as your website and you should look its indexed pages and pagevisits.

 

Build some low competitive keyword sites and test your link strat on them after a while you'll know what works for sure!
Once you can get easy keywords listed quickly then you'll be able to move on to the more competative keyword
Then build a plan to dominate your higher competative sites.
Some sites work and some don't do anything so test your links and you get better results and waste less time and money

 

I think backlinks from relevant niche and high PR page are best. You can exchange links and/or do blog commenting.
