Annoying Submitter

    There is one submitter that regularly submits sites to my directory that is becoming really annoying. He submits 2-3 sites per week, the sites are blogs hosted on free blog hosts with a couple of copied articles. The funny thing is that he actually pays for the submissions. I reject his sites everytime and refund him but he keep submitting other blogs, at first I was banning the domains but that is of no use since everytime he submits different sites (he must have a few hundreds of those splogs).
    It is becoming really annoying and I thought to stop refunding him, however in my TOS it says that submission fees are refundable so in order to not refund him I have to change my TOS.
    Is there another way to stop him, maybe block him from making payments to my account?

    Simple, put on the TOS “If the submission is considered SPAM by the editors, the fee will be non-refundable” :)

    I thought about that but then he will probably start opening disputes with paypal which will cost me even more time.

    Not planning to do anything like that, he is actually paying for the submissions not spamming me with an auto submitter.

    I am just going to follow SiteExpress advice (thanks BTW :) )
