interstitial ads not always showing?

    Hi, currently i applied interstitial ads format for my website which i used Joomla as my cms, however the ads shown on some browser and not for some which affect my impression performing very poor,

    there are more than 1-2k unique visitor come to my site but only 200 impression for the interstitial.

    How can i solve this to make sure everyone come to my site see the ads?
