    i think first thing first is article, Panda like article, so you must doin a good thing here..then of course backlink..I think google prefer Backlink with same niche and higher PR, other quality backlink comes from .edu and .gov web sites..

    Getting PR is not such an easy task at least now these days. Try to get it genuinely and try to remember the old sandbox and do some hardwork with the content including niche thus hopefully soon you'll get long lasting PR.

    You can increase PR by getting backlinks from authority sites in your niche, if your site is new, you will have to have some compelling content for them to link to you
