    It is ok and google won't consider it as a potential duplicate page, but you can write a 301 rule and redirect http://www.seofreelancing.com/index.html to http://www.seofreelancing.com.

    It is just a canonical issues you have to do some changes in your in your programming to resolve this issue.

    Google will definitely consider it as duplicate page. You should redirect (301) /index.html to / to resolve this issue. If you can't make a redirect simply add a canonical tag on the page.

    it should't be block, if we blocked the entire homepage will be blocked. Only one solution to put 301 redirect. Any advices paste here.

    You must have to implement 301 redirects if you have Linux server if you have Windows Server then you can do it with config.sys file. Do it ASAP. It will surely potential Duplicate content issue. Google Panda is about to come. Wish you Good Luck.
