    Just create interesting content that express your passion about the topic and people will generally reward you with links.

    I would not hope for much from reciprocal linking. It should only be part of a much larger strategy to promote a site.

    It's always been the content.
    If you got quality contents - and I mean, readable stuffs, not only readers will love you (enough to repost or link your site) but search engines like Google will definitely crawling back to your site to ask for more good contents.

    As Mr Gates always say, "Content is King" :)

    Backlinks from high PR authority sites, or .edu sites will help your PR

    PR in and of itself does not necessarily mean higher in the SERPs but it certainly does not hurt
