    I get a fair amount of business inquiries on a monthly basis...most of them are un-solicited. I would say the best thing you can do is to have a good "image," (website, content, service description, testimonials, etc) and then use a lot of ultra-targetted CPC campaigns to attract visitors looking for exactly what they offer. Offer some kind of a newsletter service (DON'T SPAM THEM), where you can collect a list of double-opt in emails to keep in touch.
