    Yeah ... I think you should go for both ... good SEM and get your content refresh once in a week or so. Content is an important thing for any website to get better ranking thats why it is always said " Content is the King ".

    If you don't plan on updating it much, it would be a good idea to get the content right the first time around. Do some keyword research and post keyword specific content. Also, you will have to keep building links regularly for it to stay on the top.

    Its a good idea to keep on adding new content, even if its via blog with a link to your site, and you can also add articles to that mix, many people find if they don't update their content especially in a competitive niche, they go down in rankings

    It is not needed to change content very often to keep your ranking in the SERPS if you have good on page SEO and when you keep working on off page SEO.
    Of course fresh content will help you.

    I believe if you do not update your content, you might drop off the front pages of Google. Unless your content is great enough that other people pick it up and start spreading it for you.

    You could also just dump in random content on your pages, e.g. you have 10 different texts, and on each page, with every refresh comes one of those contents, this means that every time google is crawling that one page, there is a different text on it
