The best way is to outsource it. It is very cheap nowadays and the URL in my signature has good discounts at the moment! Worth checking. Good luck

Unless the adobe creative suite has a new feature I don't know about, the only way to convert is to have someone take the PSD file and write the HTML code for you.

You may also slice the psd and export all the slices in HTML format. this HTML will not be very flexible but at least you will have something in HTML and graphic format. Use adobe imageready for better results.

to convert the psd file to html, is very easy if you have photoshop knowledge,
    1. open the psd file at photoshop
    2. select the slice tool and slice according to your design
    3. save the file select the "save for web and device" option

Well If you are aware of slicing tool then slice the image layers with it, otherwise if you have Photoshop CS5, then you can separate images you require for website, run the script from file menu.Which is located under
File > Scripts > export Layers to file..

Then you will have separate file for layers.(But it's not good for optimization so avoid if you are planning to put them on server. Instead save it for web and devices.)

Then plan out the layout structure, like height, width, font-size, color, link color, navigation etc..

Then make HTML using Div elements, just give the basic id's to div element like container, header, logo and all that.
Then make CSS(This is my approach, you can prefer something else also.) Apply style to each element, test in browser(s).

    and you are done.
Feel free to ask any question.

Well, if you know how to use photoshop then, use slice or crop tool (whatever seems you easier) and slice images in proper size and format (jpg or png). Then see what can be done using css color options, and what should you do as background image (with or without repeating and so on). It's easy, maybe you should check for some tutorials.
