I'll be captain obvious and suggest one of the ways you go about doing this is targeting relevant keywords on Google. Good luck!

Post on forums that are for signatures or other artsy-websites. EX: gimptalk.com forums, vector art forums, signature making forums, etc

If you have the money paid traffic is the fastest way to get traffic. If not you can always write articles yourself or outsource it..

Manually build backlinks, its the best way to market your website, because if done right you will get lots of traffic from search engines and referring sites over time.

Maybe create Youtube videos. Once a day or week. You can take interesting pictures and make slideshows, and say the pictures were uploaded to your site.

You should ask yourself the following question:

"Why would someone use my service rather than another perfectly similar, but more reputable website?"

If you don't have an answer, FIND ONE. You need to differentiate your offer from the rest.

As for promotion, since you are using AdSense to monetize, PPC is out of the question. With that part out, you could try social networks, Google Images optimization and if possible, for larger images, add a watermark with your website's name.

    Good luck with your business.

    Regards,
    George

You can promote your image hosting site, by visiting various file upload forums, and letting them know of the services you offer, even here there is a section to make folks aware of your site for image uploads

When marketing anything you need to have an angle to promote or a hook. Just off the top of my head:

Imghost.me a new way to share and host images for your friends and family. Imghost.me works great for sharing your Images on facebook/twitter/myspace. It's simple and easy to use.

Just with facebook/twitter/myspace that's a billion potential customers. They are all sharing photos/images/pictures get 1% of that market you would be doing more then great.

I would work up an action plan such as:
    Facebook Fan Page
    Twitter account
    Myspace account
    youtube account
and the other 50 social networks.

Cross promote with your site, build friends, followers, likes and so on.

A service like your is to get it to go viral.

I hope this has been a help.

I'd try to come up with a funny or cool picture that can go viral (i.e. when the heat were in the finals, something poking fun of Lebron etc). Then put a watermark on the bottom with your website link or says "hosted on imghost.me"). Then try to spread it around FB, Twitter etc
