    Google Adwords is a great way to publish ppc ad's. However, you should check out Yahoo and or Bing as well. They have good advertising programs. You should be able to find easy instructions with Google Adwords to help you get started in whatever country you prefer.

    Use the regional statistic in the Keyword External Tool to gather data about the keywords you will target for your affiliate site. Also, a fine research on possible emails of potential gamblers in these country could help your out.

    if I'm not mistaken you can promote it but in the way as casino not online gambling and you should try other 3rd tier PPC as well. strongly recemmended. You will have no problem with terms and should be ok with traffic quality if proper targeted

    I think you cannot promote your casino stufff with google , for promoting your casino affliates try other add
    networks like adbrite or bidvertiser
