I've been seeing a lot of services and offers regarding fans and likes being added to your facebook page.

how do these services work exactly?

Are they legit? Are they considered blackhat method or are they safe to use?

Yes, they are legit, but I don't think Google gives to much juice to them.

I think they have plenty of bots and they like your page.

Not much worried about the SEO side of things, but will it harm my fan page or getting it taken down at all if such services are used in the long run?

Yes. I saw pages getting down because of unatural traffic.

If you add to many friends you can get reported/banned. It's from case to case I guess, you might get lucky and nothing to happen though.

There are legit services and scam services alike. If you link to the service you plan on using, I'm sure someone here will be able to give you a review.

I used to sell fans so I know the ins and outs of this industry... The lowest quality fans are from Twiends (now extinct) or other LIKE networks. A lot of these fans are bots. You can buy "real fans" but a lot of times, even some of these fans are fake. They appear real, but once you've seen enough of them, you notice that all of them have the same profile format and are obviously made up.

You *can* get real LIKES. A lot of these fans are generated from blackhat methods such as clickjacking. You end up with a wall full of posts like "how the hell did I LIKE this crap?".

Bottom line- there's no substitute for getting fans legitimately. The fastest way to do this is to use Facebook ads to drive real people to your fan page. Buy a $50 voucher when you're first starting... there are lots on here.

I always use fiverr when I launch a new site. I create a facebook page, pay $5 and get 300 fans in the next 3 days. Great way to launch a site.

They are legit , they get you some easy fans but thats not advisable they get you for money so users will not be interested in your theme then , whats the point of having fans..
