you're right,if you participate in discussions continuously with useful threads and posts you will allow to have signature (once you obtained the certain post count)

Yes I agree with @w3bmaster. PR is just a number. Try to post on that forum site which are related to your services.
It helps you to get number of relevant visitors that's all you need. It doesn't matter site pr is 0 or 10.
