    I guess, For better SEO results instead of consulting a freelancer you should try out the professionals who are in business for years.. PM me if you are interested in Quality instead of junk link building...

    In my experience there are great indian link builders etc but you need an actual seo consultant to guide the the linkbuilders and manage the link creation process.

    There are so many variable to take into account -just some of them are:
    -relevance of linking site
    -position of link on page
    -number of outbound links
    -trust of linking page
    -authority of linking page
    -diversity of your link profile
    -your link velocity
    - the content of your site
    - the age of your site
    - the footprint of your site on the net

    I suggest you get a quality seo to help you manage the linkbuilding. It may cost a little more but it will ensure you see results and stop your site from getting banned

    It all comes down to the experience of the freelancer you are talking about.
    His location doesn't really matter if he knows what he's being paid for.

    So you might want to check for his history yourself. DO NOT ASK HIM TO PROVIDE REFERENCES.

    Have you seen all those 'unrelated' footer links?

    Just off that site alone I would highly advise you to stay well clear from them.

    What do you need 700 PR3 links for anyway? That is a ridiculous amount of links you want in no doubt a short period of time.

    I've worked in some of the most competitive niches online today and even those clients don't ask for anything along those lines.

    If you can I'd try stick to referrals from friends or people you have met in your online endeavors.

    I've built my client base pretty much solely on referrals from happy clients 'spreading the word'

    I would vote for no.. there are genuine people who would provide you quality service but you would need a bit of luck to find them
