Check out tutorials on youtube or just google "photoshop template tutorial", there are hundreds of sites which will provide you tutorials. You'll need to practice, it's also good to show off your work here so people may tell you what they think and what should you change. But, you better make few templates without showing them to us, and then make few more and show them to us so we can see what mistakes you make in most of your works, don't just post one template unless you're doing that one for money and you need opinion on specific template. @Up, he said DESIGN, not CODE.
