    Make sure, you are downloading Joomla 1.5 or Joomla 1.6.
    Both are different packages.

    If you are trying to install it on a live web server, use fantastico or Joomla install script.. This will save you lots of time on configs and uploads.

    you could also use Softaculous or installatron as well they are just like fantastico but can provide you will more options in addition to also installing joomla
