Can I use my domain name in my Title tag?

Yeah, for the homepage it is good, but I am assuming the OP means every page on the site.

 

Puting the domain name in every pages are irrlevant for sure.

Well yes, if you domain name is your main keyword then you can place it in any one of the many pages which you create for your site. However if your domain name itself is a keyword for your niche, then google might cache that and you dont have to insert it in the title tags

Yes, I sometimes use this option. I have not noticed any negative aspects. And I think that this is not the main factor for the penalty

You can use anything you want. But your domain name is not a keyword for your site. If someone type your domain name it will appear at the top. So you don’t need to include the domain in the title tag.
