As many guys talk about high-quality back links. I don't know how to get high-quality back links. If you site PR is low, the high PR site webmaster will not exchange link with you of course. So, how do you get back links from high PR site.
Buy link is the fastest way. If not, then you have to build link and keep on increase your content to get high PR. At that time, you can exchange with high PR site

Try and write a post and ask the webmasters of high PR sites to link to you, if your post is good they will link to you.
Write valuable content that reads easily and simply. Don't buy backlinks unless the high PR site you're looking at is highly relevant to yours. Another tip: .edu sites generally have very high PR.

First tell the webmaster you REALLY want his link, and then ask politely what does he want in exchange. (or how much )
Best answer in my opinion. Sadly most people forget that it's QUALITY CONTENT that is the king (and not just for serp). A great page, even on PR0 can garner a PR10 link if the owner of that site finds true value in it....so write something of value and you'll find your links.

Make a high PR website and publish your links on it ... just kidding . I always make a higher offer to websites with higher PR than me .. Example : I want backlinks from a PR4 website , but my website is PR2 , I give him 2 or 3 links , or give him a banner add + link ... So the idea is you have to give him something equal to his link . I made an exchange on my PR2 bidding directory in my right sidebar (had really high exposure) , with a PR4 Forum ... I gave him 2 links and he inserted my link in the footer ... which is shown in every subpage of the forum ( 10000 pages :0 ) .

I would not waste time asking, and trying to peddle yourself.... do like the others have said. 1: Quality and Desireable content 2: Keep the content updated 3: hire someone from dp that can get your PR3+ backlinks. 4: and what you do from here is up to you...you can repeat your process, or continue and find new ways of advertising.....
