    You mean make a static homepage?

    Create the page FIRST, then go to Settings/Reading and select it as the front page

    You can set the homepage on your choice, it depends on the settings on the READING under the settings.

    They are right.You can also search: Create splash page for wordpress.
    It's easy to complete that,you must create a custom page template and create a page with that template,then go to settings => Reading,you choose a page which you created for splash page.
