With some of the new rules already in effect for Indian PP users, what are they doing with accounts where a user forgets to withdraw the balance within 7 days?

Although I can't be sure, I think that you will be given a warning to withdraw the funds. If you don't do it within 5-7 more days, PayPal will take it and credit it to themselves as a business income.

It won't happen nothing like this. PayPal will automatically withdraw the funds to our bank accounts on the 8th day. I think. :)

The 7 day withdrawal thing hasn't taken effect yet. Looks like Paypal is still implementing it.

Agree scammers are India but they are everywhere else too
And the rule by paypal hasn't been applied because of scammers but to be compliant with new rules of RBI (govt. authority for banking/money transactions)

Scammers are there in every part of world and not just india, no exceptions as i have faced from other countries too........
