Adsense is asking for Tax Information

I recently had a notification on my adsense account that is asking for my tax info
along with "Form of payment" and "PIN" I understand that they just sent me my PIN by mail.. what I don't understand is. Why are they asking for my tax info?

I am not an American Citizen nor do I reside in the USA. I'm from the Philippines, Filipino citizen I can't contact them to sort this out, please help

Just go to your account setting and follow the instructions mentioned on their TAX page.

If you are not USA citizen you can just tell google about it by unchecking the options on the page.

 

may be for philippines, it change rules

 

what does your address say in adsense account USA Or Phillipenes

The tax is no problem the PIN is the problem i asked for a new one 3 times finally i got one by ID. I think people steal envelope because it says Google on them,
