Google has an ADD URL page. Just search "Add your URL to Google" in Google. Otherwise, if you already have another website up, I would add your link onto that website.
The more backlinks and the older your domain is, the faster google will crawl your site. If you have a new site, google might crawl it once every few weeks. If your domain is 2 or 3 years old, and has thousands of backlinks, google will crawl your new content within seconds. My blog is 3 years old, has several thousand backlinks showing up in google webmaster tools. When I post a new article, google indexes it within seconds.
Create sitemap.xml for your site and submit it into Google through webmaster tool and also put sitemap's link in robots.txt file.
Starts with getting quality backlinks before submitting your site to Google, text-link-ads, Squidoo, commenting on blogs, link exchanges & if you can design make a template and put your site link on that. how ever text-link-ads may require a little money out of your pocket but its worth it because you can get quality PR4 or 5 backlinks, Remember PR backlinks does count, higher the PR backlink site, higher your ranking will be.
If you want to get a new site indexed, I have found that since the last update it happens without notification within around 48 hours (on all but 1 of ~90 sites). If you really must hurry it along you can give it a helping hand with backlinks, although your first thing to do is to submit your site at : http://ismysiteindexed.com [your site will be indexed within hours] Bear in mind this is just getting your site indexed, not all your pages. You should also submit an XML sitemap to the search engines to ensure your pages are found, and - rather than using ping use pubsubhubbub. It is far superior and should see any new posts indexed almost immediately (whereas ping relies on the bot to come and see whats updated on the site).
Here are some tips: 1.Build the sitemap and submit it to google webmasters tools [however, its advisable that you let google find you automatically through some links first]. 2. Once your website is completely designed and has some content, you might want to try PRESS RELEASE as it gives strong backlinks and easy indexing. 3. IF its a wordpress site then try all in one seo plugins. These should get you started. Also, one important thing is to have consistency in updating/posting with new content. As it determines the google bot's crawling frequency.
I think by linking to Google's web services like blogger and others... I came to think that Google would index their services first before the other.
