There are no pin point rules for increasing followers on twitter. Previously there was no limit on the number of followers on Twitter in a day/week. Currently due to the huge growth of Twitter it has imposed some restrictions on the number of people you can follow in a day. You need to have good number of follow back in order to follow more users. Follow genuine rules anywhere you go. Read their FAQ's and T &C. Just read Twitter FAQ section for more on this. Also stay away from those people who says you can increase your twitter users in a bunch with in a couple of days
