you need to find high pr sites for backlinks from tld's of the country you are targeting period! if you are targeting Canada you would need high ratio bl from .ca
I think you should try social media marketing for targeted visitors. Try to rank good in that country search engines which you target. Try for regional directory and and other regional backlinks. Best of luck.

Try to doing IP work for your site, in this process first you find some IP address of other country and search your keyword in the google and visit your own site.
Perform link exchange with domains registered in that particular country. And find country specific sources for promotion. Means article sites, directory sites, classifieds and bookmarking sites related to that country.
You need to increase trafic by making your website more visible on google. Adding daily optimized content, building your backlinks, adding your articles to social bookmarking sites like facebook, twitter, digg, can get you were you want to be, but this will take time. You should focus on some keywords that you should build on (its easy when you target a specific country in other language), ading those specific keywords in key articles on your wesite, ading them on page title and meta tags, but also this will take time. Learn to use webmaster tools, add a sitemap, go on dofollow blogs and give positive feedback on articles and add your site. The list can go on, so it's up to you.
