Due to tight budget, I don't buy links. In order to control links on my site, I don't do link exchange a lot with relevant sites. The PR of the site remain low, but the unique traffic to the site is 50K per month. And many of the posts appear on the tops of SERP when you search for related keywords. So I think the quality of the content do make sense. If your article is unique enough and offer a lot of information searched by the target audience, you will get to good position on Google's result page.
