Yes. When they are in their sensory motor stage they don't know concepts such as morals therefore they cannot feel wrong or right. If they can't feel what is wrong or right, then they won't really care about racism or other things such as war. If they don't know what racism or inequality is, they won't feel sad about it. However, a child can still be unhappy even if they don't have values or morals. For example, there are a number of cases where children suffer from abuse and other problems. They live in a democratic household in which their parents use harsh punishments that hurt these children and change their values and morals later on. Even though they have no sense, they can feel physical pain and yes, it does hurt.
