It's generally good practice to have an optimised title, then match the h1 tag to it, or a close as you can. Not so much for SEO purposes as h1 carries very little weight these days (if any) but it's good for the user experience, as they click the title in your organic listings, then see the same thing as the headline on the page they land on too.
