There seems to be a misconception here that SEO is always free. Of course, it is going to be free if you only pick free themes, free plugins, write all articles yourself and manually build backlinks. But this will almost never be the case. No matter if you go for PPC or SEO, you'll always have to spend some money to get ahead. For PPC it's obvious, the ad costs primarily (and if you're not good with designing, then you'll have to outsource your landing page design as well).

With SEO, you'll pay article writers in case you can't do it on your own, you'll pay for content syndication plugins in case you don't want to pay someone else to write articles all the time nor do it your own. You'll have to pay for backlinks if you outsource that or you pay for the software to do that yourself (in case you don't want to do it manually, which I don't recommend since it eats up incredible amounts of time).

Another drawback of SEO is that it takes time. Depending on the competitiveness of your keywords, you can expect having to wait half a year to grab the top spot and see good amounts of traffic. Not so with PPC, which is usually instant if you have the budget.

Hope that answers your questions in more detail than just "PPC = pay per click, SEO = search engine optimization".

    WRONG!

You can start a respectable campaign with 50$. That's not a lot of money...

I think that depends from where you're coming from and what your budget is. If you have a $1k budget, $50 is not a lot of money. If you only have a $100 budget, then $50 means much. But as I said above, depending on the skills and how much time you have available for your online business, SEO can be just as expensive AND it takes longer to see any results AND you're dependent on the algorithms. What if the algo's change and your site vanishes from the top10 spots? You lost your business (or part of it in case you have several websites). If you move down with PPC, you just have to adjust your bids or try to increase your QS. Both methods have it's advantages and disadvantages.

SEO gets you organic or Search Engine traffic and is generally cheaper. PPC gets you paid traffic, is more expensive but can yield higher conversion rates.

Basically, effective PPC advertising requires a much higher marketing IQ than SEO does.
