Buying Need an E-Learning site build

    Hello,

    We would like to have an e-learning website build for one of our client that must have the following features other than the basic/usual features:

    1)Feature to create email account (example@mydomain.com)
    2)Live person to person video conferencing tools such as Skype or TinyChat
    3)Payment facility (via Paypal and manual also)
    4)Member rating feature (reviews, comments, stars...etc.)
    5)Member can publish tutorial contents (video, upload/download Pdf, and online) in their profile.

    You must be able to provide a working demo first before any payment. If you know there is any existing script also let me know.

    Our budget:
    $400

    Terms:
    50% upon providing a working demo
    Remaing balance due upon setup to our server

    Timeframe:
    2-3wks
