hey, here are some useful off-page techniques that you have not listed..

Social Networking Sites
Pay per Click Advertising (PPC)
Banner Advertising
Text Link Advertising
Print Advertising
Portfolio Sites
Link Baiting
Press Release
Linkwheel
Authority Link Building

 

It's all about link building, some you listed above like blog commenting are only useful for getting traffic, NOT FOR SEO
It's different if the comment have dofollow link, usually it has nofollow to prevent spam
Techniques to get traffic is not SEO techniques, the most important offpage factor is just links

actually, PPC aren't for SEO
it's for getting traffic
as it doesn't increase your backlinks

Guest posts are a great way to get good links as well as traffic.

 

social bookmarking is also good for getting backlinks
