PR is the major concern, If these pages are having good PR then surely it is good SEO boost! But it is recommended to spread your links across multiple sites(That should be one-way link)
If you are looking at Google then PR does matter. In this order: #1 Page title/url #2 Free information that is highly relevant to the searcher. #3 Backlinks with anchortext can be more valuable.
It will matter in PR and also it will be supported if you will get links from different websites rather than getting 1000 links from the same website, because if you will try to get backlinks from different websites then you can be able to get links from Different IPs and in this case you only will be able to get links from the same IP address.
One good quality link is worth more than 1000 crappy ones. Also the value decreases as you get more from that site.
those site-wide links you mentioned can help boost your rankings for the anchor text you choose for those site-wide links if your site apart from these links has a solid network of external links, mostly one-way links coming from a certain page of relevant and reputable sites.
It's difficult to know how google consider backlinks from the same domain. But I think it's better if you use variety as much as you can. In my opinion it's much better to have 500 backlinks from 500 different domains that 500 backlinks all from same the domain. Google see your backlinks as a popularity contest, the more domains are linking to you the more popular Google will see you. Moreover, backlinking must be as natural as possible. So once again 500 backlinks from 500 domains will look more natural to Google than 500 from the same domain.
I believe that you must better focus on getting backlinks from sites related to yours... the ones that are position better then you for related keywords must be your aim.
Its a not matter but google not give important bse its come from same site. If its come from different site thats very beneficial for SEO to your site.

Getting the backlink from same ip address websites is not considered for backlinks.. so avoid same ip address websites when you want to get backlink..
I truly believe in this! It may not be harmful to get links from the same domain, But it sis always advisable to get quality links from different IP.. Please do correct me if i am wrong in any ways...
