There are always people who you can outsource linkbuilding to. Very cheap...i would recommend searching forums and looking for anyone offering these services.

I think you can do the job yourself. finding some good post with high pagerank, post some forum backlinks. It will not cost you more than 1 hour a day.

For me the best advice I would give anyone that is serious in link building is to get your hands on Scrapebox.

You don't need to take paid link. I think you have to go for hire somebody. Because directory sumission is also good for new site and also for pr increasing. You can also do blog commenting , Social Bookmarking , Forum Commenting also.
