in my opinion blog commenting is a nice way to build quality back links to your site.but the blogs which you want to comment for link building must be relevant to your site.i think high page rank blogs are also helpful to your link building process.

It is always best to diversify the link building and get links from many different sources. So make a balance of different types of Link Building Technique such as Commenting, Social Bookmarking, Links from related websites, Directories, Article Marketing etc.

Depends on the quality, if you comment on blog posts which have already been spammed to death, then it's not going to be very effective. :)

I've heard that the value of blog comments and forums signatures has been reduced a lot these days. But I think they might help a little.
Just make sure there aren't too many outbound links on the page.

Depends on different scenarios...such as PR of the page, and domain of the blog, if it is dofollow, how many outbound links the page has, and if its in the same niche.

A high PR blog page in your niche that is dofollow that has no other other outbound links is golden!

Blog commenting should help, but don't make it your only strategy, try to guest post or find a way to get your link inside the actual post.

Like people have said, it depends. Certain blogs are more popular, have higher PR, and are more targeted to your niche. They are better than forums, but less important than links on homepages.

Do blog commenting to build good personal relationship with blog owners so that later you can ask him for links in blogroll. I doubts blog commenting have no direct link value.

Considering the numerous tests i've done, blog commenting is an incredibly good way of getting ranked well in the SERPs. However blog commenting from dofollow blogs works the best under the following conditions :
    1) The PR of the page is high.
    2) It should be niche-specific.
    3) The domain you are linking to must be old enough to not be eligible for getting sandboxed.
    4) The OBLs on the page your backlink is placed should be as low as possible.

Under these condition you can't go wrong. I've pushed my sites to the top of the SERPs by doing linkbuilding through blog comments in the right possible way.

It will work for low competition seo. If you are in a competitive market, it will not help one bit.

Well a link is a link, and one of the fastest ways to get those links is by blog posting. But we have to make sure our comments contributes to what the niche is all about. If they like our comment, then they will likely to follow our link.

Blog commenting is one of the effective link building techniques. It is true that Do-follow links have much higher weightage than No-follow links. But No-follow links are worth too. As long as your comment is relevant and value adding, any reader might choose to follow your link (only SEs don't).
