Obviously he meant software to design the website itself - wordpress is a content management system, or I blogging system, depending on how you want to look at it.

I recommend using WordPress because even an idiot can use it - so yes, in this case, you can use this software if you can use a software like Microsoft Word. Sure there are learning curves in customizing certain things - but that applies to ALL and EVERY software anyway - there is no such thing as a software that everyone can use with a ZERO learning curve (if they actually want to make full use of the software).

User WordPress - and if you don't like the Free themes, or premium themes, hire someone to create one for you from Elance or something. You get more time to focus on your website goals and getting results, rather than creating the website in itself... =)

Some sitebuilders included with your hosting make it very difficult to backup the site.

Still think that building the site yourself offline with your chosen software (or plain text editor) is the best option.;)

I suggest using good ol' Notebook and several HTML. There are numerous different choices with respect to Web Site Design applications. If you are just beginning website design and would like some sort of a drag-and-drop application, then you can like Adobe Dreamweaver. It's commonly used by beginner programmers/web designers due to it's simply, easy to use interface. It is , though, not free.

Dreamweaver is easy to use, because what you drag-drop in editor will be what u see in browser.

But I'd like to edit webpage using Notepad++, most time try to shorten/simplify the code in order to load this webpage faster.
