Facebook ads would probably be most effective as you can target them in the USA and state and then make sure they are listed as attending a college or high-school. Another way would be to find popular website they like to visit like maybe a forum with a certain section or a popular clothing website in that area. Also if you can be bothered then maybe hand out fliers at colleges or just pay someone else to do it. Hope you get some ideas from this.

Yeah, I think with this demographic then Facebook would be your best bet.

Also, it depends greatly on what you are trying to market. You might be able to find sites related in your niche to advertise at. This might be the best way to go since you know your hitting not only the right demographic of people but also people interested in whatever it is you are trying to market.

You don't even know what this guy is trying to market to these high school seniors in California.

You can't just assume that Facebook is the be-end all solution for marketing.

I could just be like, oh then, multi-channel marketing is the way to go.

Facebook is a place where you can target a specific demographic easily. Like you said though and one of the reasons why I recommended going to a related site is because not EVERYTHING sells well on Facebook. So I partially agree. :)
