This is funny question. If it was that easy, just to follow steps 1,2,3, everybody was doing that. The answers you will get also will be very standard, good content, back links from high PR websites, good web directories, articles and etc. The easiest way is just pay for Google Adwords and you will be first, just pay. The practical way is to choose less competitive keywords and start promoting with these terms. Once you got first page, try to target a bit more competitive keywords. It asks something more to work on it. Just give some time on it first and than you can do rest of work very easily.

From what I heard, On-Site SEO effects about 30% of your site's ranking, and the rest is Off-Site SEO. However, I still think On-Site SEO is very important, so like those above said, you should master the On-site of your website first, THen move on to off-site. This is optional however. You can do both at the same time as well.
