why don't you start with wordpress you don't need to know any programming to run it.And its a good platform to start a site with.

Well what else do you need to know? The standard now is to use HTML for the structure but CSS for styling. Take a look at CSS. Its not that hard to comprehend. You should be able to learn it quickly. If you are creative, you should be able to build a very nice looking site with nothing more. If you want any more advanced features, just search for snippets or ask for help.
