What is profile link building?

What is profile link building?
As far as I know it is building links as putting our link as profiles in high PR sites.
I just need to know something more.

I think you would usually get a profile page for you to introduce yourself when you register on forums, blogs or Gmail, Yahoo mail, MSN. It is really nice place to put one or several direct links to your own site though sometimes they are nofollowed.

How can you say that? I think profile link building is helpful even it is PR 0 as long as it age or the profile was build many months ago. I have seen plenty of profiles on Google search results. So you mean if the link has a PR 0 is has no backlink value? How come?
