Which SEO activity is best?

Both are important but offsite is definitely of higher importance. SEs realize that anyone can control the content on site but not off site.

 

Offsite and Onsite SEO are just as important.

A website that is not optimized correctly can have xx,xxx of links and still won't rank high.

 

In my experience, xxx links is almost everything.

On page optimization only works so far because anyone can copy any other site/optimizations the site wont be mounting the ranks though.
On the other hand getting x links will bring you up the ranks even with minimal on site optimizations.

Remember SE want to know what others think about you and not what you say about yourself.

Both the optimization techniques are important .On page optimization gives u the instant result on search engine and off page result takes time to show the result but both have the important role in SEO.

 

hope you will find the answer. I would like to add some points that good On-Page is sufficient for the ranking of weaker or less important web pages but for most important pages of site both on-page and off-page is must.

 

In SEO both optimizing method is play very important role for optimizing site on search engine you need to give focus both of them.

I say both since in seo every small effort counts so it is better to have both off-page and on-page

 

I would say if your on page work is effective only then off page result can turn on. so both of them are necessary no single work can get you rank better...

Both are just as important like everybody else has said, the important thing is to make sure you try and cover everything aswell as you can to the best your budget will allow.
