I think it will not work,
Search engine ranking depends on crawling of site and google donot crawl any site every 15 minute

 

ezine article is also good source of traffic and ranking high on search engines.

 

I agree with you,,, BUT Main game is to get top position on "competitive key-phrase".. I did similar thing with my blog website http://www.seoguruindia.org/seogurublog/ following are key-phrase and url which get listed within 15 minute after creating the post..

"bbys gym" - About 34,900,000 results - http://seoguruindia.org/seogurublog/2010/10/barabazar-yuwak-sabha-bbys/

and many more..

but this method never work on competitive key-phrase..
