You can follow my way to reduce you template size:
    1. Host your images on blogger.
    2. Reduce CSS. You can use CSS compressor.
    3. Always use internal css better then external one.
    4. Reduce javascript, jquery or another the same.
    5. Declarated the width & height on images.
    6. Always closed every link (you can use slash /)
    7. Use *gif or *jpg images.

Actually, you blog still need more loading time if it have to much images.

If you are with paid hosting and use wordpress, Super Cache would be an excellent place to start. I've seen a significant decrease in load time on my blog since installing this plugin.

Place a link to your blog so that we can see what you are talking about and then make suggestions. There could be a 1000 reasons. No way to know what your particular problem is without seeing it.

See if you can refine your plugins. I have found that the more plugins you install the more Wordpress tends to slow down. Another factor is hosting. If you're on a heavily loaded server then performance will be slow. If you've tried everything else then have a word with your host. See if they can move your blog to a new server (lower loaded).
