The best way in my opinion is to create a fan page, build up a huge fan base and then promote products. You said no CPA, but CPA is quite effective on fan pages. Affiliate products, ebooks etc are great. I heard a story of people selling fan page related T-shirts for a good profit.

So, traffic to the FB page will be like a bubble with FB users only finding it. Plus, there is more functionality within a website than FB apps. Again, we'd love to see a FB Fanpage example that is thriving.
