No you can continue both but I think paid links are more valuable as they are of better quality as compared to free one.

Free backlink or paid backlink does not matter as you are not going to notify Google - "Hey Google this is my paid backlink, give it more value". What matter is value of that link. Ask yourself - Is this link is relevant to may site ? Is it Dofollow ? Is it form authority site ? If answer is yes, then such link are good irrespective of free or paid. I t dosen't matter at all as lobg as you keep the total number of links in a reasonable range! The quality of your links is the very thing you need to care about!
There are a lot of of paid link networks which is SEO friendly which will not lead to penalty. Of course, the link is nofollow. But, if you want to get dofollow paid link, then it has the risk of getting some penalty if Google detect or gets complaint from your competitors.
Quality is what is important. I have seen good quality free links and bad quality paid links so make sure of what you are getting.
