In addition to what Mr Perfect said, Google index images the same way as they index pages (by crawling) - so you don't have to "submit".

No one able to submit images to Google.com/images

The crawl and index images there.

If you want to rank well in certain keywords for Google.com/images, try to get nice image that most people will probably link to your image using your preferred keywords.

Also, following the guides give by Mr. Perfect.

Easy! Just use this tag in your web pages!
    <IMG SRC=”yourimage.jpg” ALT=”A brief description of the image.”>

Do not stuff too many keywords here. Abuse of these tags can lead to a rankings penalty.

Do proper image optimization from above said tips Google automatically crawls your images also. Google crawler doesn't recognize the images without the Alt tag thats why this is important.

These are the some tips which I found while searching...
1 - Find online forums related to your site and become part of the community (along with a suitable signature that links to your site).

2 - Add comments to blogs with a link to related content on your Website.

3 - Submit on-topic articles to article directories and include your link in the author bio.

4 - Submit your link to the many free online directory sites.

5 - Add your comments to a guest book and include your url.

There is no site to 'submit' image to google/image, you have to wait until google index your web page and image.
Google can't read image, so you need to add your key information to alt tag and file name of the image.

1.Best seo practice is to get at least one of your primary keywords in domain or sub domain name of your website.

    2. Get your second or third keywords in your directory name and filename

Why do some newbies not even read the question just add a B.S. Post..

Anyhow besides optimizing, try including the optimized image on more then one page of your site, this also helps..
