guys i know how to optimise page for keywords, best practise let say 1,2keywords per page,

BUT the point i missing is:
let say i have 3 main keywords for my site- kw1,kw2,kw3. I optimised page1 for kw1, page2 for kw2, page 3 for kw3. than i crearing more and more content, what is the best practise to optimise those pages and to do linking? should i optimise let say page30 for kw1 and then link it page1? than page31 for kw2 linking to page2...
But in this case let say 50% off all my pages well me optimised for 3keywords? can google penalize for it?
